(NSI News Source Info) TORONTO, Canada - April 6, 2012: The Defense Department's move to deploy U.S. combat ships to Singapore and raise the level of joint exercises will deepen the bilateral military relationship, Defense Secretary Leon E. Panetta and Singapore Defense Minister Ng Eng Hen said in a joint statement after a Pentagon meeting yesterday.


Panetta and Ng, in Washington on his first official visit as Singapore's defense minister, discussed defense and security issues and affirmed the nations' longstanding bilateral defense relationship, the statement said.


Both underscored the shared belief that a strong U.S. presence in the Asia-Pacific region enhances regional stability and security.


The defense leaders also discussed the proposal for the United States to deploy up to four littoral combat ships to Singapore. The ships will be deployed on a rotational basis and will not be based in Singapore. The deployment signals U.S. commitment to the region, the joint statement said, and enhances the ability to train and engage with regional partners.


The rotational deployments are one part of the U.S.-Singapore partnership documented in the 2005 Strategic Framework Agreement, Pentagon spokeswoman Navy Cmdr. Leslie Hull-Ryde said. "This marks a significant movement in terms of our cooperation with Singapore," she added. "The specific details related to this unprecedented engagement are still being discussed."


Panetta and Ng noted progress made since 2005 in deepening bilateral defense cooperation, and recognized the value of practical interaction among regional militaries, including exercises and exchanges, in building trust.


The defense leaders agreed to increase the complexity of bilateral exercises such as Commando Sling to enhance interoperability between their armed forces. The annual Commando Sling series began in 1990 to provide combined air combat training for fighter units from the air forces of the United States and Singapore.

(NSI News Source Info) TORONTO, Canada - March 31, 2012:  Suspected Muslim insurgents staged the most deadly coordinated attacks in years in Thailand's restive south, killing 14 people and wounding 340 with car bombs that targeted Saturday shoppers and a high-rise hotel frequented by foreign tourists.

A first batch of explosives planted inside a parked pickup truck ripped through an area of restaurants and shops in a busy area of Yala city, a main commercial hub of Thailand's restive southern provinces, said district police chief Col. Kritsada Kaewchandee.

About 20 minutes later, just as onlookers gathered at the blast site, a second car bomb exploded, causing the majority of casualties. Eleven people were killed and 110 wounded by the blasts.

More than 5,000 people have been killed in Thailand's three southernmost provinces — Narathiwat, Pattani and Yala — since an Islamist insurgency flared in January 2004.

"This is the worst attack in the past few years," said Col. Pramote Promin, deputy spokesman of a regional security agency. "The suspected insurgents were targeting people's lives. They (chose) a bustling commercial area, so they wanted to harm people."

Most attacks are small-scale bombings or drive-by shootings that target soldiers, police and symbols of authority, but suspected insurgents have also staged large attacks in commercial areas.

Separately, a blast occurred at a high-rise hotel in the city of Hat Yai, in the nearby province of Songkhla, that officials initially attributed to a gas leak and said was unrelated to the attacks blamed on insurgents.

The midday explosion at the 405-room Lee Gardens Plaza Hotel, where throngs of Malaysian and Singaporean tourists spend their weekends, killed three people and caused about 230 injuries, mostly from smoke inhalation, said police Lt. Puwadon Wiriyawarangkun.

After inspecting the hotel's underground parking lot, authorities found a severely damaged sedan and a hole created by the explosion's impact.

Regional police chief Lt. Gen. Jakthip Chaijinda said the Hat Yai incident "is likely related to what happened in Yala and might have been plotted by the same group of insurgents."

 (NSI News Source Info) TORONTO, Canada - February 11, 2012: Airbus Military could be one of the main beneficiaries of the Singapore air force’s next round of procurements. Singapore has at the top of its procurement list aerial refueling tankers, strategic airlifters and anti-submarine warfare fixed-wing aircraft, purchases that will see that the island continues to be, for the next few years at least, the biggest spender on new defense equipment in Southeast Asia.

The 2011 defense budget was SG$12.1 billion ($9.6 billion), accounting for 26% of the government budget and about 5% of gross domestic product (GDP). Some analysts estimate that Singapore, with a population of about five million, spends more on defense per capita than any country but Israel.

Defense has always been a top priority, ever since Singapore gained independence in 1965. The nation’s founder, Lee Kwan Yew, recently said in the book Hard Truths, that “without a strong defense, there will be no Singapore. It will become a satellite, cowed and intimidated by its neighbors.”

Singapore has close defense ties with Israel, a point that is downplayed—because it is politically sensitive—but one that is important to remember because it explains why Israeli companies are short-listed by the Singaporeans for upcoming defense purchases. The Israelis are in the running to supply aerial refueling tankers and anti-submarine warfare fixed-wing aircraft.

Aerial refueling tankers are at the top of the list because the air force needs to replace its four Boeing KC-135Rs. An important requirement is that the new tankers be able to assist the air force’s Boeing F-15SGs flying between Singapore and its overseas detachment at Mountain Home AFB, Idaho.

The Boeing KC-46A would ordinarily be the front-runner but Boeing may have to struggle to win the Singapore contract. The manufacturer is already committed to deliver 18 KC-46As to the U.S. Air Force by 2017, leaving no early delivery slots for foreign customers. A Boeing official told Aviation Week in July 2011 that it can deliver KC-46As to foreign customers as early as 2018. But that may be too late for Singapore. Industry executives say Singapore’s air force has been complaining about the difficulty and cost of maintaining the aging KC-135Rs. But the need to secure aerial refueling tankers sooner rather than later creates an opportunity for Israel Aerospace Industries (IAI), which converts 767s to tankers.

However, industry executives familiar with the situation say the front-runner in this competition is the Airbus Military A330 Multi-Role Tanker Transport (MRTT). Australian air force officials told DTI at the LIMA air show in Malaysia in December that the Singapore air force was interested in the A330MRTT and that the organizers of the Singapore air show were pushing to have a Royal Australian Air Force (RAAF) tanker on display there. The RAAF, however, has declined the request. They say the only reason the A330MRTT was brought to LIMA was because it had to be in Malaysia for a joint military exercise.

While Asia is an unimaginably different place now, Singapore's leaders have never forgotten the speed with which Singapore fell - or the three years of brutal occupation that followed.

Memories of the war have played no small part in the development of Singapore's world-class military, backed with what is unquestionably southeast Asia's most powerful air force. While Singapore will never have the strategic depth of a larger nation, its advanced military will create a "poison shrimp" dynamic to give any aggressor pause.

The Republic of Singapore Air Force (RSAF) is unique in southeast Asia. Apart from being the region's largest, it is also the best trained, led, and equipped. It places a high priority on maintaining its equipment to ensure both readiness and safety. While political concerns are inevitably a part of acquisition decisions, it chooses aircraft and weapons systems based mainly on their utility in combat - something that is not always the primary consideration in other countries.
