(NSI News Source Info) TORONTO, Canada - March 1, 2012: Last week's Security Weekly discussed the fact that terrorism is a tactic used by many different classes of actors and that, while the perpetrators and tactics of terrorism may change in response to shifts in larger geopolitical cycles, these changes will never result in the end of terrorism. Since that analysis was written, there have been jihadist-related attacks in Afghanistan, Nigeria, Yemen and Pakistan, an assassination attempt against the president of Abkhazia, and a failed timed-incendiary attack against the Athens subway. (The latter incident, which militant anarchists claimed, reinforces that jihadists are not the only ones who practice terrorism.)

But while terrorism is a continuing concern, it can be understood, and measures can be taken to thwart terrorist plots and mitigate the effects of attacks. Perhaps the most important and fundamental point to understand about terrorism is that attacks do not appear out of nowhere. Individuals planning a terrorist attack follow a discernable cycle -- and that cycle and the behaviors associated with it can be observed if they are being looked for. We refer to these points where terrorism-related behavior can be most readily observed as vulnerabilities in the terrorist attack cycle.

The Attack Cycle

Many different actors can commit terrorist attacks, including sophisticated transnational terrorist groups like al Qaeda; regional militant groups like India's Maoist Naxalites; small, independent cells like the anarchists in Greece; and lone wolves like Oslo attacker Anders Breivik. There can be great variance in attack motives and in the time and process required to radicalize these different actors to the point that they decide to conduct a terrorist attack. But once any of these actors decides to launch an attack, there is remarkable similarity in the planning process.

(NSI News Source Info) TORONTO, Canada - February 26, 2012: Prime Minister Vladimir Putin said Russia is concerned about the "growing threat" of an attack on Iran over its nuclear program, warning that the consequences would be "truly catastrophic."

In an article on foreign policy for publication on Monday, six days before a March 4 presidential election he is almost certain to win, Putin also warned Western and Arab nations against military intervention in Syria.

"I very much hope the United States and other countries ... do not try to set a military scenario in motion in Syria without sanction from the U.N. Security Council," Putin said, according to a transcript.

On Iran, he said that "the growing threat of a military strike on this country alarms Russia, no doubt. If this occurs, the consequences will be truly catastrophic. It is impossible to imagine their real scale."

(NSI News Source Info) TORONTO, Canada - February 19, 2012:  North Korea warned South Korea on Sunday that it would shell islands close to their disputed sea border if the South violates its territorial waters during a military drill reported to begin in the Yellow Sea this week.

The official KCNA news agency also quoted the North's military as urging civilians living on five islands near the disputed area to evacuate before the start of the military exercises on Monday.

The North has repeatedly threatened armed retaliation against the South's military exercises but it is rare for Pyongyang to mention in advance about evacuation of civilians over such drills.

The North's military said that if the South "starts a reckless military provocation in those waters, trespassing on the DPRK's inviolable marine demarcation line,.... the KPA will promptly make merciless retaliatory strikes."

DPRK stands for Democratic People's Republic of Korea and KPA for Korean People's Army.

South Korean media last week reported the South Korean and U.S. troops will stage a joint five-day anti-submarine exercise in the Yellow Sea from Monday.

There was no official confirmation of the exercises.

(NSI News Source Info) TORONTO, Canada - February 16, 2012:  The nation is open to reaching diplomatic solutions with Iran, but is keeping all options on the table in case clear-cut “red lines” are crossed, Defense Secretary Leon E. Panetta said today.


Speaking to members of a House Appropriations subcommittee, Panetta said Iran is becoming increasingly isolated in the world.


“The international community has sent a very clear message,” he said. “We will not tolerate this. You’ve got to change your ways. You’ve got to come into the international community. You’ve got to abide by international laws, rules and regulations.”


The United States and the international community share the same concerns, Panetta noted. First, he said, “We will not allow Iran to develop a nuclear weapon.”


Panetta said intelligence reports clearly indicate that Iran continues to develop its enrichment capability; however, “intelligence does not show they’ve made the decision to proceed with developing a nuclear weapon.”


“That is the red line that would concern us and that would ensure the international community, hopefully together, would respond,” he said.


The international community also will not allow Iran to close the Strait of Hormuz, the secretary said. The strait is the only sea passage to the open ocean for petroleum-producing nations in the Persian Gulf region. Iran recently threatened to cut off access to the strait if the United States continues to maintain an aircraft carrier presence there.


Other concerns include the spread of violence, the country’s support of terrorism and its attempts to undermine other nations, Panetta added.


“All of that has been made very clear,” he said.


The international community has implemented strong diplomatic and economic sanctions that are having “a very strong impact,” he said.


“We are open … to negotiations with them to try to find a diplomatic solution to these issues, but we do keep all options on the table in the event the red lines, I just made very clear, are crossed,” Panetta said.

(NSI News Source Info) TORONTO, Canada - February 12, 2012: Iran has built up its naval forces in the Gulf and prepared boats that could be used in suicide attacks, but the U.S. Navy can prevent it from blocking the Strait of Hormuz, the commander of U.S. naval forces in the region said on Sunday.

Iran has made a series of threats in recent weeks to disrupt shipping in the Gulf or strike U.S. forces in retaliation if its oil trade is shut down by sanctions, or if its disputed nuclear program comes under attack.

"They have increased the number of submarines ... they increased the number of fast attack craft," Vice Admiral Mark Fox told reporters. "Some of the small boats have been outfitted with a large warhead that could be used as a suicide explosive device. The Iranians have a large mine inventory."

 "We have watched with interest their development of long range rockets and short, medium and long range ballistic missiles and of course ... the development of their nuclear program," Fox, who heads the U.S. Fifth Fleet, said at a briefing on the fleet's base in the Gulf state of Bahrain.

Iran now has 10 small submarines, he said.

Military experts say the U.S. Navy's Fifth Fleet patrolling the Gulf - which always has at least one giant supercarrier accompanied by scores of jets and a fleet of frigates and destroyers - is overwhelmingly more powerful than Iran's navy.

 (NSI News Source Info) TORONTO, Canada - January 14, 2012: As sparks fly dangerously close to the powder keg of US-Iranian relations, speculations are rife and rumors spread like wildfire. Will there be a war? Who wants it? And what will happen to this very lucrative region?

Google the words “Iran”, “USA” and “war” and you get over 140 million hits. Many believe the possibility of a military conflict between the two is not even a question of “if”but a question of “when”. And there is definitely enough evidence around to lend support to these beliefs.

Let’s break it down. Will there be a war? According to Israeli military analysts quoted by Global Research, an independent research and media organization, that possibility is “dangerously close”. But let’s say analysts, especially military ones, are of the boy-scout-always-be-prepared disposition by nature. What other evidence is there?

Occam’s razor states that the simplest explanation is the most plausible. Logic tells us to follow the money – and in this case, the cases of weapons shipped out by the US. So where are they headed to?

In October 2010, the US negotiated a $67 billion deal with Saudi Arabia to supply the latter with bunker-buster bombs, F-15 fighter jets, Black Hawk and Apache helicopters, Patriot-2 missiles and warships. It is, in simple terms, the LARGEST bilateral weapons deal in US history.

One month later, in November, the Wall Street Journal revealed that the United States will proved the United Arab Emirates with “thousands of advanced ‘bunker-buster’ bombs and other munitions, part of a stepped-up US effort to build a regional coalition to counter Iran.”

Washington also plans to supply Stinger and other missiles to Oman. Kuwait is in for $900 million worth of Patriot missiles. And a $53 billion arms deal with Bahrain is still on the agenda – delayed only because of pressure from international lawmakers and human rights groups.

So the United States is increasing military ties with its allies, one might claim. And it is true, but all those allies are conveniently located in the Persian Gulf…right next to Iran. 

It’s not just weapons, either. Israel, Bahrain, Kuwait and Oman all have US military bases on their territory. And with the US most likely asking NATO in for a piece of the action, alliance members like Turkey are perfectly positioned to lend a helping hand. Besides being conveniently close geographically, Ankara has also been holding on to a lot of US nuclear weapons, including a large number of B61 bombs. 

But all this does, effectively, is highlight the military capabilities of the US in the region. Categorically stating all this is being done by the Department of Defense as part of a preparation for war with Iran would be irresponsible – until the Pentagon men say so themselves.
