(NSI News Source Info) TORONTO, Canada - April 26, 2012: Ukraine is close to signing one of its biggest ever defense deals for air-to-air missiles with India, according to Russian media reports.

Nezavisimaya Gazeta says the deal for R-27 missiles, worth hundreds of thousands of dollars, is in the final stages and is waiting for approval from the Ukrainian leadership.

The Vympel R-27 (AA-10 Alamo) missile is a medium-to-long-range air-to-air missile developed by the Soviet Union. It is similar to U.S. AIM-7 Sparrow.

The missile comes in infrared-homing (R-27T), semi-active-radar-homing (R-27R), and active-radar-homing (R-27AE) versions. It would be fitted to India’s MiG-29 and Su-30 fighter jets.

While the deal has not been confirmed officially, the paper quotes a source close to Ukraine’s national security and defense council, saying both nations are sensitive to Russian concerns over the deal and want to make sure that it would not irritate Moscow.

Tensions between Kiev and Moscow could arise later because if the deal is successful, India may want to buy other weaponry from Ukraine, entering a market dominated by Russia, defense analysts quoted by the paper said.

Some industry experts believe Moscow would not oppose the deal as the Ukrainian company is the only manufacturer of these missiles, although Russian firms supply some components for R-27.

The R-27 was originally designed by Vympel, a Russian missile design bureau, in the 1980s. Vympel is now part of Russia's Tactical Missiles Corporation, which now produces successor weapons to R-27.

(NSI News Source Info) TORONTO, Canada - April 18, 2012: Negotiations on the sale of Russian advanced Su-35 Flanker-E fighters to China have been put on hold over Beijing’s refusal to buy a large consignment, Russian state-controlled arms exporter Rosoboronexport said on Tuesday.

“We have been promoting the Su-35 fighter on the Chinese market,” Rosoboronexport deputy chief Viktor Komardin said.

“However, China only wants to buy a limited number [of aircraft] whereas we want [to sell] a large consignment to make [the deal] economically viable.”

He offered no indication of the numbers involved

The negotiations have been ongoing for more than one and a half years.

“The defense ministry is again dissatisfied with the price substantiation, so the signing of the contract is ruled out in the near future,” a source in the shipbuilding industry told Kommersant.

According to the paper, Russia's United Shipbuilding Corporation (USC) said one submarine will cost about 26 billion rubles ($878,000), or about 130 billion rubles ($4.4 billion) in total.

A defense ministry source said “the manufacturers still want to sell it at an unjustifiably high price,” while shipbuilders say such prices would barely allow them to make any profit.

(NSI News Source Info) TORONTO, Canada - April 2, 2012: Russia’s Defense Ministry has issued a technical specification for development of a strike unmanned air vehicle (UAV), Izvestia daily said on Monday quoting a high-level source.

Tranzas company will build the UAV's on-board electronics as well as its navigation and control systems. The airframe, which will weigh about five tons, will be produced by the Kazan-based Sokol design bureau.

The new aircraft will have a modular structure, the source said, and will be able to carry various types of equipment and armament.

Russia’s Defense Ministry sealed contracts worth an estimated 3 billion rubles ($101.9 million) with Tranzas and Sokol in October 2011 for research work into creation of strike and reconnaissance UAVs.

In late March, Russian Air Force commander-in-chief Col. Gen. Alexander Zelin, told Moscovsky Komsomolets tabloid that strike drones will enter service before 2020. He did not specify how many drones will be acquired.

The United States has relied heavily on UAVs including the Predator system to carry out missile attacks on insurgents in the Afghanistan-Pakistan border area.

(NSI News Source Info) TORONTO, Canada - April 1, 2012: India will operate two nuclear powered submarines soon as it inducts the Russian Nerpa and launches the indigenous INS Arihant, Defense Research and Development Organization (DRDO) Chief V K Saraswat said on Saturday.

"INS Arihant is in advanced stages. It will be ready for operations within the next few months,” he was quoted by The Economic Times as saying.

India is also testing the Sagarika K-15 missile that will be carried by INS Arihant, V K Saraswat said, adding that more than 10 test launches have been carried out in the Bay of Bengal.

The Nerpa has been leased from Russia for ten years and will be delivered next week, he said.

The Nerpa, an Akula II-class attack submarine, had originally been scheduled for delivery to India in 2008. However, that date was moved back after twenty people, mostly civilians, died during sea trials earlier that year when a fire-suppressant gas was accidently released on the sub.

(NSI News Source Info) TORONTO, Canada - March 31, 2012: Azerbaijan purchased a variety of weaponry, including aerial drones and an advanced anti-missile capable radar, from Israel under a $1.6 bln contract signed in 2011, the APA news agency said on Tuesday, citing data provided by the Stockholm International Peace Research Institute (SIPRI).

According to the SIPRI Arms Transfers Database, Baku bought an unknown number of Gabriel anti-ship missiles, five Heron and five Searcher UAV’s, a Barak-8 air defense system with 75 missiles, and an EL/M-2080 Green Pine radar. Israel uses Green Pine for its national missile defense system.

Analitika.az website speculated that the purchases could be linked to a cooling in relations with Iran, after ties between Baku and Tehran deteriorated recently.

Last month, police in Azerbaijan said they had arrested an unspecified number of people linked to Iran and to the Lebanese militant group Hezbollah on suspicion of planning attacks in the country.

Tehran later accused Azerbaijan, which borders Iran and has friendly relations with the United States and Israel, of colluding with Israeli intelligence services in the killing of an Iranian nuclear scientist in January.

At the end of February, the Iranian Foreign Ministry summoned Azerbaijan’s ambassador to Tehran Javanshir Akhundov to explain the arms deal with Israel and to provide assurances that the Israeli weaponry would not be used against Iran.

Akhundov reportedly said the weapons were bought “to liberate occupied Azerbaijani land,” most likely hinting at the ongoing conflict with Armenia over the disputed region of Nagorny Karabakh which was seized from Azerbaijan by Armenian forces during a war in the 1990s.

Baku and Tehran attempted to soothe building tensions during a visit by Azerbaijan Defense Minister Safar Abiyev to Iran earlier in March when both sides made public assurances of good neighborly relations.

Israel has persistently denied any connection between current tensions in the Persian Gulf and military supplies to Azerbaijan. Israeli experts point out that such transactions take months, or even yearsto complete.

The Defense Ministry and the Irkut Corporation, an affiliate of the United Aircraft Corporation, have signed a supply contract for 30 Su-30SM multirole fighter aircraft, a Defense Ministry spokesman told journalists Thursday, March 22. “Under the contract, Irkut Corporation will build for Russia’s Ministry of Defense 30 planes of this type by 2015,” he said.

(NSI News Source Info) TORONTO, Canada - March 20, 2012: Japan will deploy missile interceptors on a southern island chain ahead of a planned North Korean satellite launch in April, Japanese broadcaster NHK reported on Tuesday.

The Defense Ministry will take preparations including deploying its Aegis-equipped destroyers and the land-based Patriot Advanced Capability-3 missile systems on the Sakishima islands, NHK said.

Defense Minister Naoki Tanaka has earlier warned he may issue orders to shoot down the rocket if it posed a danger to Japan.
Tanaka told parliament he would only act "with the approval of the prime minister."

Last week, North Korea announced plans to launch an earth observation to mark the 100th birthday of its late founding leaderAE Kim Il-sung in April.

The move is seen as a violation of a UN Security Council resolution and has drawn international condemnation. The United States and other countries suspect that the launch is a thinly veiled ballistic missile missile test.

But Pyongyang accused its critics of attempting to encroach on its sovereignty and said it had no intention of cancelling the plans.

(NSI News Source Info) TORONTO, Canada - March 5, 2012: The Russian Navy's Northern Fleet has accepted into service a modernized Ilyushin Il-38N anti-submarine warfare aircraft, which will also carry out electronic intelligence (ELINT) duties, the Northern Fleet's press spokesman Captain Vadim Serga said on Monday.

"A modernized Il-38N was accepted into service at a Northern Fleet air base" he said. "It has a wider range of combat capabilities. These aircraft can be used for mapping the magnetic and gravitational fields of the Northern Ice sea, and also for conducting scientific oceanographic research and underwater and air reconnaissance," he added.
He did not specify if the aircraft was the first of its type to be delivered to the Northern Fleet.

The majority of the fleet's Il-38s will be modernized to the new standard, according to a source who spoke to RIA Novosti. The Il-38N is fitted with the Novella sensor system, capable of detecting targets within a 320 km radius of the aircraft as well as radar observation of underwater, surface and airborne targets.

The Novella system includes a digital computer manned by two operators. The system also has a new high resolution thermal imaging system, a magnetic anomaly detection system, an optical detection system (including laser, TV and thermal channels), gravitational anomaly detector and other equipment.

(NSI News Source Info) TORONTO, Canada - March 4, 2012: Vladimir Putin won a resounding victory in Russia's presidential election on Sunday, exit polls showed, securing a new six-year term in the Kremlin and a mandate to deal with opposition protests after a vote that opponents said was marred by fraud.

Two television exit polls, released after voting ended at 1700 GMT, forecast the former KGB spy would win 59.3 and 58.3 percent of the votes, enough to make a runoff against the second-placed candidate unnecessary.
His nearest rival, communist Gennady Zyuganov, fell short of 20 percent in both polls.
Putin's opponents said voting in many parts of the vast country was skewed to help him return to the presidency after four years as prime minister and vowed to step up the biggest protests since he rose to power 12 years ago.
But although they portray him as an authoritarian ruler who is out of touch, his victory had not been in any doubt.
The main challenge for Putin, credited by many Russians credit with rebuilding the country's image and overseeing an economic boom, was to win outright in the first round.
"I think the elections will be legitimate, fair, and Putin will win in the first round, unless the court rules otherwise," Putin's spokesman, Dmitry Peskov, was shown saying on Internet and cable television channel TV Dozhd before voting ended.
Putin was likely to portray the victory as strong backing against the opposition protesters, although he has promised not to crack down on them.
He is also expected to return to the Kremlin with tough fighting talk against the West, a trademark of his first presidency and election campaign.
Some voters expressed anger at being offered no real choice in a vote pitting Putin against four others - communist Zyuganov, nationalist Vladimir Zhirinovsky, ex-parliamentary speaker Sergei Mironov and billionaire Mikhail Prokhorov.
Others said Putin, 59, who has portrayed himself as a man of action and guardian of stability, was the tough national leader the world's biggest country and energy producer needed.
"I voted for Putin because he was a good president and our children were looked after and that's all. That's how I feel," said Maria Fedotova, a 92-year-old grandmother wrapped up in fur coat and hat, flanked by relatives.
Putin has remained Russia's dominant leader and its most popular politician since stepping aside in 2008 to make way for his ally, Dmitry Medvedev, because he was barred from a third straight term by the constitution.
But some voters are tired of his macho antics, such as horse riding bare chested, and a system that concentrates power in his hands. They fear he could win two more terms, ruling until 2024 - almost as long as Soviet dictator Josef Stalin.
Vote monitors from the opposition and bloggers posted allegations of election rigging across the country of 143 million. Golos, an independent monitoring group, said it had registered at least 2,283 reports of violations nationwide.
An Interior Ministry spokesman denied there had been any major violations. Election officials also dismissed reports of widespread fraud in a parliamentary election on Dec. 4 which triggered the opposition protests.
Thousands of opposition activists as well as an international observer mission were also monitoring the polls.
The opposition protests were sparked by the disputed Dec. 4 election, but anger was focused at Putin, who bungled the Sept. 24 announcement of his presidential bid by appearing simply to inform Russians that he would rule for another six years.
Alexei Navalny, a prominent opposition leader and anti-corruption blogger, said before the vote that Putin's election could not be legitimate and called for more protests, including tent camps in Moscow. (Writing by Timothy Heritage, Editing by Douglas Busvine)

(NSI News Source Info) TORONTO, Canada - March 3, 2012: The Russian Defense Ministry has signed a deal for 92 Su-34 Fullback fighter-bombers from the Sukhoi aircraft maker, the ministry said on Thursday.

The deal under which the warplanes are to be delivered by 2020 was signed by Defense Minister Anatoly Serdyukov and Sukhoi General Director Igor Ozar.

This is one of the largest warplane contracts under the government arms procurement program and it will help replace all of the Su-24 bombers currently in service with the “4+ generation” aircraft, Serdyukov said.

The Ministry will take delivery of 10 Su-34s in 2012, all of them to be deployed in the Western Military District. Last year six fighter-bombers were delivered to the Air Force. These come under an initial contract for 32 Su-34s.

At present the Air Force has 12 Su-34s.

Factoring in the new contract, the Air Force will have a total of 124 Su-34s. 

The ministry previously said a total of 70 Su-34s will be delivered by 2015.

(NSI News Source Info) TORONTO, Canada - February 21, 2012: The deliveries of new close air support aircraft to the Russian Air Force will start by 2020, Air Force spokesman Col. Vladimir Drik said.

“The Air Force units will start receiving this aircraft by 2020,” Drik said on Monday. “It will gradually replace highly-reliable Su-25SM Frogfoot attack planes.”

According to Drik, the new aircraft will meet the demands of modern warfare and feature elements of “stealth” technology, the whole range of tactical weaponry, modern radar and navigation equipment.

Meanwhile, Russia will continue to upgrade its outdated Su-25 attack aircraft to Su-25SM version, which has a significantly better survivability and combat effectiveness.

The Russian Air Force currently has over 30 Su-25SM planes in service and plans to modernize about 80 Su-25s by 2020, Drik said.

 (NSI News Source Info) TORONTO, Canada - January 26, 2012: Ukraine’s 2012 military spending will increase by around 30 percent, to about $2 billion or 1.1 percent of GDP, the Ukrainian Defense Ministry’s financial department said on Wednesday.

The ministry expects to spend about $120 million for purchases and modernization of military equipment, as well as scientific and military design projects, including the production of L-39 Albatros jet trainers and MiG-29 fighter jets. Ukraine’s existing fleet of MiG-29, L-39 and Su-25 close air support aircrafts will also be modernized.

Head of Ukrainian Defense Ministry’s Financial Department Lt. Gen. Yvan Marko said 21 jets, five helicopters and 612 vehicles will be repaired and modernized this year.
Ukraine’s 2012 state defense order will stand at $184 million, four times more than last year, including $54 million to build a corvette-class ship and $13 million for the construction of the Sapsan multifunctional missile system.
Ukraine’s military budget amounted to 0.8 percent of GDP on average over the past few years, substantially less than the average 1.3 percent of other Eastern European states.

 (NSI News Source Info) TORONTO, Canada - January 23, 2012: Russia’s K-152 Nerpa nuclear-powered attack submarine has been handed over to the Indian Navy, a RIA Novosti correspondent reported on Monday.

In line with the contract worth over $900 million, the Project 971 Shchuka-B (NATO: Akula II) class sub has been leased to India’s Navy for ten years. It will be renamed the INS Chakra.

The ceremony took place in the Far Eastern Primorye Territory. Russian submariners trained their Indian colleagues to steer the Nerpa in the Pacific Ocean.

The event was attended by Indian ambassador to Russia Ajai Malhotra, United Shipbuilding Corporation head Roman Trotsenko, Eastern Military District commander Admiral Konstantin Sidenko and other officials.

The submarine’s displacement is 8,140/12,770 tons. Its maximum speed is 30 knots, maximum operating depth, 600 m; its endurance is 100 days with a crew of 73. The vessel is armed with four 533mm torpedo tubes and four 650mm torpedo tubes.

India has become the sixth operator of nuclear submarines in the world, after the United States, Russia, France, Britain and China, though it previously leased another Russian submarine which was then returned.

Twenty sailors died on the Nerpa in 2008 after the vessel’s fire-suppression systems were accidentally triggered during sea trials, releasing toxic gases.
