DTN News - IRAN DEFENSE NEWS: Iran Military Says Copying U.S. Drone

DTN News - IRAN DEFENSE NEWS: Iran Military Says Copying U.S. Drone

(NSI News Source Info) TORONTO, Canada - April 23, 2012: Iran's military has started to build a copy of a U.S. surveillance drone captured last year after breaking the software encryption, Iranian media reported on Sunday.

General Amir Ali Hajizadeh, head of the Revolutionary Guards aerospace division, said engineers were in the final stages of decoding data from the Sentinel aircraft, which came down in December near the Afghan border, Mehr news agency reported.

Iran said the unmanned aircraft was shot down, but Washington disputes that and says the security systems mean Iran is unlikely to get valuable information from the Lockheed Martin Corp drone.

"The Americans should be aware to what extent we have infiltrated the plane," Fars news agency quoted Hajizadeh as saying. "Our experts have full understanding of its components and program."

Iran's military regular announces defense and engineering developments, but some analysts are skeptical as to how reliable those reports are.

U.S. Senator Joe Lieberman, a member of the Armed Services Committee, voiced his own doubts.

"There's a history here of Iranian bluster, particularly now when they're on the defensive because of our economic sanctions against them," Lieberman said in a television interview.

The RQ-170 Sentinel has been widely used since 2010 in Afghanistan and Pakistan. It played a role in the raid in which Osama bin Laden was killed last year, analysts say.

An Iranian defense official said recently that Tehran has received numerous requests for information on the craft and that China and Russia have shown most interest.

The loss of the plane sparked some concerns that sophisticated technology could fall into the hands of countries developing their own unmanned planes. The main worry centers on the special coatings on the craft's surface.

DTN News - DEFENSE NEWS: US Worried As China And Russia Prepare To Hold Historic Joint Naval Exercises

(NSI News Source Info) TORONTO, Canada - April 22, 2012: China and Russia are making military history this weekend with the first bilateral naval exercises the two governments have ever conducted together.

China is sending a group of 16 ships, including destroyers, frigates, and a hospital ship. Russia is sending 4 ships, including the cruiser Varyag and three air defense destroyers now moving south from Vladivostok to join the Chinese after navigating through the Sea of Japan.

Another Varyag, though, might steal the spotlight from the assembled fleet. It is the Chinese aircraft carrier of the same name, the first carrier in the People's Liberation Army Navy. Even though China has not said whether it will be participating in the joint exercises, it might.

The state-owned China News Service reported Friday that carrier trials may take place April 20-29 -- an interesting overlap with the China-Russia joint exercises April 22-27.

DTN News Archive - Russia Agrees To Buy Two Mistral-Class Helicopter Carriers

(NSI News Source Info) SINGAPORE - December 27, 2010: President Dmitry Medvedev informed French President Nicolas Sarkozy by telephone Friday that Russia has decided to go ahead with a purchase of two French Mistral-class helicopter carriers, its biggest foreign arms purchase since the end of the Cold War.

The French reaction to the announcement was jubilant, with a banner on the Elysee's web site reading “France's naval industry has won!” — but the deal, worth up to $1.3 billion, has been greeted with apprehension by some smaller ex-Soviet states.

Lithuanian Defense Minister Rasa Jukneviciene on Monday criticized the decision to sell “extremely complex offensive weaponry to a third party, a country where the level of democracy is not one we can feel safe about,” she said, Reuters reported. “It's a big mistake.”

The Mistral-type amphibious assault ships can carry up to 16 helicopters, of which six can be on deck at any one time, and 450 troops for up to six months. For shorter periods that number rises to 700. The vessels also carry landing barges and hovercraft, allowing vehicles, tanks and soldiers to be quickly transferred ashore.

DTN News - CHINA DEFENSE NEWS:  Russia-China Su-35 Fighter Talks Frozen

(NSI News Source Info) TORONTO, Canada - April 18, 2012: Negotiations on the sale of Russian advanced Su-35 Flanker-E fighters to China have been put on hold over Beijing’s refusal to buy a large consignment, Russian state-controlled arms exporter Rosoboronexport said on Tuesday.

“We have been promoting the Su-35 fighter on the Chinese market,” Rosoboronexport deputy chief Viktor Komardin said.

“However, China only wants to buy a limited number [of aircraft] whereas we want [to sell] a large consignment to make [the deal] economically viable.”

He offered no indication of the numbers involved

The negotiations have been ongoing for more than one and a half years.

DTN News - RUSSIA DEFENSE NEWS: Russian Air Force To Get Supermaneuverable Aircraft

DTN News - RUSSIA DEFENSE NEWS: Russian Air Force To Get Supermaneuverable Aircraft

(NSI News Source Info) TORONTO, Canada - April 14, 2012: It has been decided to equip current fighter models with available thrust-vectoring engines. The first batch of upgraded fighters will be handed over to the Air Force by late 2020. It is also planned that all new T-50 fighters will have become operational by then.

“When a plane powered by a regular engine is taken to a wide angle of attack at low speeds, it loses control and stability and starts moving independently of the pilot’s commands, i.e. the plane moves randomly. The Su-35 has perfect controllability at any speed, even at negative speeds, for instance, when the plane drops tail-forward. The pilot can effectively put the plane in any angular position,” Sergei Bogdan, a Su-35 and T-50 test pilot, explained to Izvestiya.

The world’s first thrust-vectoring engine appeared in the export version of the Su-30 meant for India. The first contract for the delivery of such planes was signed more than 10 years ago. India currently operates 150 Su-30 aircrafts and plans to contract the delivery of another 100 machines. Furthermore, Russia supplies Su-30 models powered by these engines to Malaysia and Algeria.

“This is the same Indian version, but it is designed for our Air Forces and has Russian-made avionics. All of the new Su-27 class aircraft will now be powered by thrust-vectoring engines, because since 2011, the Defense Ministry has mostly sought to buy new machines,” a UEC spokesman said. According to him, technically these engines can be installed even in older planes, because they tend to wear faster than the body; however, when the time comes to replace the engines, they will likely install regular engines without vectorable jet nozzles, as the Air Force has plenty in its arsenal. As of now, the planes powered by the new engine are only used at pilot training centers.

Engines with vectorable jet nozzles will also power the MiG-29K carrier-based fighter aircraft, which the Defense Ministry is procuring for the Admiral Kuznetsov, the country’s only aircraft carrier. Klimov Engine Plant is already making these engines for the MiG fighters sold to India under the Admiral Gorshkov contract.

Aircraft designers keep working to perfect the PAK FA T-50, despite the fact that many developed countries have given up on their fifth-generation fighter plans to focus on sixth-generation unmanned aircraft. Experts agree that it would be reasonable to follow suit; however, Russia has neither the money nor time to develop its sixth-generation machines – the Russian aircraft fleet has not been upgraded in more than 20 years.

DTN News - RUSSIA DEFENSE NEWS: State Contract For Borey-Class Submarines Faces Delays

DTN News - RUSSIA DEFENSE NEWS: State Contract For Borey-Class Submarines Faces Delays

(NSI News Source Info) TORONTO, Canada - April 14, 2012: A contract to build Borey class submarines, the most costly of the 2012 state defense orders, faces delays over pricing, the Kommersant daily said on Saturday citing shipbuilding and defense source

“The defense ministry is again dissatisfied with the price substantiation, so the signing of the contract is ruled out in the near future,” a source in the shipbuilding industry told Kommersant.

According to the paper, Russia's United Shipbuilding Corporation (USC) said one submarine will cost about 26 billion rubles ($878,000), or about 130 billion rubles ($4.4 billion) in total.

A defense ministry source said “the manufacturers still want to sell it at an unjustifiably high price,” while shipbuilders say such prices would barely allow them to make any profit.

DTN News - DEFENSE NEWS: U.S.-Russia ‘Reset’ Holds Challenge, Opportunity Says Official

(NSI News Source Info) TORONTO, Canada - April 5, 2012: On Monday, Jan. 2, 2012, a Ghader missile is launched at the shore of sea of Oman during Iran's navy drill. The missile, called Ghader, or Capable in Farsi, was described as an upgraded version of a missile that has been in service before. During a graduation at Iran's main army academy, the country's leader effectively sketched out the Islamic Republic's tougher military posture.

Iran's must never hesitate to display its power in a hard-edged world where the weak pay the price, he told the newly minted officers. Less than two months later, Khamenei's words were echoed by commanders who warned that Iran could block oil tanker shipping lanes in the Gulf in retaliation for sanctions and described foreign forces including a recent visit by an U.S. aircraft carrier as unwelcome interlopers in the region.

DTN News - DEFENSE NEWS: U.S.-Russia ‘Reset’ Holds Challenge, Opportunity Says Official

(NSI News Source Info) TORONTO, Canada - April 5, 2012: The strategic “reset” of relations between the United States and Russia is gradually bringing results, a senior defense policy expert said today.

Celeste A. Wallander, deputy assistant secretary of defense for Russia, Ukraine and Eurasia policy, discussed challenges and opportunities in U.S.-Russia relations with members of the Women's Foreign Policy Group here today.

The reset strategy is “to cooperate in areas where we can cooperate with Russia, in areas that serve American national interest … and communicate clearly and honestly” on topics where the two governments don’t agree, she said.

The United States and Russia have made some important progress, Wallander noted, including:

-- Implementing the “New START” nuclear arms reduction treaty;
-- Making progress toward agreement on Iran;
-- Achieving some cooperation in the NATO-led Afghanistan mission; and
-- Strengthening defense and security communication both between the two nations and between Russia and NATO.

“The New START treaty was an important achievement. … It is another step in reducing global nuclear weapons stockpiles,” she said. The treaty also re-established regular mutual nuclear weapons inspections and meetings involving American and Russian military leaders and nuclear experts, she added.

On Iran, Russia has ended a contract that would have provided that country with Russian-made “very dangerous air defense systems,” Wallander said, and Russia supports the Afghanistan effort by allowing U.S. and NATO troops and cargo to travel through its territory.

DTN News - RUSSIA DEFENSE NEWS: Russia's Defense Ministry Wants Strike Drone

DTN News - RUSSIA DEFENSE NEWS: Russia's Defense Ministry Wants Strike Drone

(NSI News Source Info) TORONTO, Canada - April 2, 2012: Russia’s Defense Ministry has issued a technical specification for development of a strike unmanned air vehicle (UAV), Izvestia daily said on Monday quoting a high-level source.

Tranzas company will build the UAV's on-board electronics as well as its navigation and control systems. The airframe, which will weigh about five tons, will be produced by the Kazan-based Sokol design bureau.

The new aircraft will have a modular structure, the source said, and will be able to carry various types of equipment and armament.

Russia’s Defense Ministry sealed contracts worth an estimated 3 billion rubles ($101.9 million) with Tranzas and Sokol in October 2011 for research work into creation of strike and reconnaissance UAVs.

In late March, Russian Air Force commander-in-chief Col. Gen. Alexander Zelin, told Moscovsky Komsomolets tabloid that strike drones will enter service before 2020. He did not specify how many drones will be acquired.

The United States has relied heavily on UAVs including the Predator system to carry out missile attacks on insurgents in the Afghanistan-Pakistan border area.

DTN News - INDIA DEFENSE NEWS: India To Deploy Two Nuclear Submarines

(NSI News Source Info) TORONTO, Canada - April 1, 2012: India will operate two nuclear powered submarines soon as it inducts the Russian Nerpa and launches the indigenous INS Arihant, Defense Research and Development Organization (DRDO) Chief V K Saraswat said on Saturday.

"INS Arihant is in advanced stages. It will be ready for operations within the next few months,” he was quoted by The Economic Times as saying.

India is also testing the Sagarika K-15 missile that will be carried by INS Arihant, V K Saraswat said, adding that more than 10 test launches have been carried out in the Bay of Bengal.

The Nerpa has been leased from Russia for ten years and will be delivered next week, he said.

The Nerpa, an Akula II-class attack submarine, had originally been scheduled for delivery to India in 2008. However, that date was moved back after twenty people, mostly civilians, died during sea trials earlier that year when a fire-suppressant gas was accidently released on the sub.

DTN News - 2012 BRICS SUMMIT: BRICS Countries Ink Pact To Trade In Local Currencies

DTN News - 2012 BRICS SUMMIT: BRICS Countries Ink Pact To Trade In Local Currencies

(NSI News Source Info) TORONTO, Canada - March 29, 2012: A major outcome of the fourth BRICS summit, which concluded here on Thursday, was the signing of an agreement on providing credit facility in local currencies.

This would seek to reduce the demand for fully convertible currencies for trade transactions among BRICS countries — Brazil, Russia, India, China and South Africa. The leaders of these five rapidly emerging economies also agreed to explore ways to establish a development bank for financing projects in these, as well as other developing countries.

Addressing the media after the conclusion of the summit, Prime Minister Manmohan Singh said, “The agreement signed today by development banks of BRICS countries will boost trade among us by offering credit in our local currencies.”

A ‘multilateral letter of credit confirmation facility agreement’ was signed among the five participating banks — Brazil’s Banco Nacional de Desenvolvimento Economic e Social, Russia’s State Corporation Bank for Development and Foreign Economic Affairs (Vnesheconombank), Export-Import Bank of India, China Development Bank Corporation and Development Bank of Southern Africa.

“We have agreed to examine in greater detail a proposal to set up a BRICS-led South-South Development Bank, funded and managed by the BRICS and other developing countries,” Singh said, adding the five BRICS countries had directed their respective finance ministers to set up a joint working group for an in-depth analysis of the proposal.

The joint Delhi Declaration, issued after the meeting, underscored the concerns of the BRICS countries — “the slow pace of quota and governance reforms in the IMF(International Monetary Fund.” The leaders agreed on giving more powers in the form of greater voting rights to developing economies. The leaders said the process of selecting candidates for the top posts in the World Bank or the IMF should be an “open and merit-based” one. “The new World Bank leadership must commit to transform the Bank into a multilateral institution that truly reflects the vision of all its members, including the governance structure that reflects current economic and political reality. Moreover, the nature of the Bank must shift from an institution that essentially mediates North-South cooperation to an institution that promotes equal partnership with all countries as a way to deal with development issues and to overcome an outdated donor-recipient dichotomy,” the leaders stated.

DTN News - DEFEXPO 2012 INDIA:  Firms Flock To Delhi To Woo World's Top Arms Importer

(NSI News Source Info) TORONTO, Canada / NEW DELHI, India - March 28, 2012: The message is embarrassing but clear: with India failing to get its act together to build a strong defence-industrial base (DIB) unlike China, it will continue to be the world's largest arms importer in the foreseeable future.

So, gleeful global armament giants are again lining up to hard-sell their aircraft, helicopters, drones, submarines, howitzers, futuristic infantry combat vehicles, missiles, assault rifles and carbines at India's biennial arms jamboree here.

There are going to be 232 foreign firms, mainly from the US, Russia, France, Israel, the UK and Germany, and 60 official delegations in town this week for the four-day "DefExpo-2012' that begins on Thursday.

Over 335 Indian exhibitors, including major ones like Tatas, Punj Lloyd, L&T and Mahindra, will also be there to explore tie-ups and joint ventures with foreign companies as well as DRDO, defence PSUs and domestic shipyards.

"We understand fully well that indigenization cannot happen through only defence PSUs...we have taken several steps to encourage the private sector," said Shekhar Agarwal, secretary (defence production).

(NSI News Source Info) TORONTO, Canada - March 24, 2012: Russia’s Defense Ministry has ordered 30 heavy Sukhoi Su-30SM fighter planes. Given that the same model has been exported to India for more than 10 years, this choice seems both logical and pragmatic.

Thirty 30’s
The Defense Ministry and the Irkut Corporation, an affiliate of the United Aircraft Corporation, have signed a supply contract for 30 Su-30SM multirole fighter aircraft, a Defense Ministry spokesman told journalists Thursday, March 22. “Under the contract, Irkut Corporation will build for Russia’s Ministry of Defense 30 planes of this type by 2015,” he said.
