(NSI News Source Info) TORONTO, Canada - May 1, 2012: Iran's Defence Minister, Brigadier General Ahmad Vahidi, has warned that the basing of the US F-22 Raptor strike aircraft in the United Arab Emirates is "detrimental to regional security."


According to the FARS news agency Vahidi said today that "The deployment of F-22 fighters in a base in the UAE is a harmful move and undermines the security of the region.      


"We consider such (military) presence in the region as to be useless and harmful and more aimed at creating a psychological ploy and an insecure atmosphere in the region. We don't see it useful" Vahidi told Al Alam TV network, according to FARS.


Vahidi said that guaranteeing security in region is possible only through cooperation among all the regional states. 


The comments by the Iranian minister came after media reports revealed that the US has recently deployed its F-22 Raptors at the UAE Al Dafra Air Base.
In a comment, FARS said that Iranian officials have always cautioned about the devastating consequences of tension in the region, and called on certain regional states to be "watchful of the plots of some aliens who seek to stir tension in this sensitive region."


It said: "Tehran believes that deployment of trans-regional powers in the region impairs security and is a source of tension in the region, reiterating that regional peace and security will be established if all the regional countries grow united and stage all-out cooperation."

(NSI News Source Info) TORONTO, Canada - April 22, 2012: The radar-evading F-35 fighter jet, a nearly $400-billion weapons program under development for more than a decade, is facing its worst turbulence since Washington decided to buy it in 2001 — when it was billed as the most affordable, lethal and survivable military aircraft ever built for the U.S. and its allies.

A two-star general serving as the military's project manager was fired over the program's never-ending problems. The Pentagon has delayed orders of the aircraft, and the fighter jet is caught in the middle of a major spending fight in Congress. What's more, the plane has roiled political debate in Canada, the Netherlands and other allies that are picking up 10% of the development costs.

(NSI News Source Info) TORONTO, Canada - March 24, 2012: For the third time in the last six months the Israeli Air Force has hosted foreign fighter pilots for tactical training. Israeli fighter pilots are considered the best trained in the world, and Israel maintains a special training program, complete with pilots trained and equipped to operate as likely foes would, to train their own pilots. The latest nation to send fighters and pilots for training is Poland, flying F-16s in for that purpose. Previously, Italy had sent Typhoons and Tornados and Greece F-16s.

The Israeli training center is based on the one pioneered by the U.S. Air Force Red Flag program and the U.S. Navy's Top Gun training. Using American aircraft for "aggressor (or dissimilar) training" began in the 1960s. The original "Top Gun" fighter pilot school was established in 1969, by the U.S. Navy, in response to the poor performance of its pilots against North Vietnamese pilots flying Russian fighters. What made the Top Gun operation different was that the training emphasized how the enemy aircraft and pilots operated. This was called "dissimilar training". In the past, American pilots practiced against American pilots, with everyone flying American aircraft and using American tactics. It worked in World War II because the enemy pilots were not getting a lot of practice and were using similar aircraft and tactics anyway. Most importantly, there was a lot of aerial combat going on, providing ample opportunity for on-the-job training. Not so in Vietnam, where the quite different Russian-trained North Vietnamese were giving U.S. aviators an awful time. The four week Top Gun program solved the problem. The air force followed shortly with its Red Flag school.

Over the last 40 years the two training programs have developed differently, and the entire concept of "dissimilar training" has changed. The navy kept Top Gun as a program to hone a fighter pilot's combat skills. The air force made their Red Flag program more elaborate, bringing in the many different types of aircraft involved in combat missions (especially electronic warfare). But after the Cold War ended it became increasingly obvious that none of America's potential enemies was providing their fighter pilots with much training at all.

(NSI News Source Info) TORONTO, Canada - March 18, 2012: An expert on Communist China says the United States could be making a grave mistake by cutting back on defense spending while China is doing just the opposite.

Beijing recently announced a new defense budget of approximately $106 billion, which equates to an 11.2-percent increase. Cheng says this increase coupled with last years 12.7 percent increase means that China is now spending more on its military than all other Asian nations combined. The new budget comes at a time when the Obama administration, despite calling for a higher priority in Asia, is busily reducing the U.S. defense outlay.

While many critics of defense spending in the United States say that it is larger than the majority of the world, Dean Cheng, a research fellow at the Asian studies Center with The Heritage Foundation  says there are key differences between the two militaries.

“the U.S. is a key enforcer of international norms and safety. It is the American Navy, more than any other, that keeps the world’s sea lanes safe. It is the U.S. Air Force that provides space situational awareness, including conjunction warnings, to all other space-faring nations (including China) and manages the GPS constellation to global benefit—both without charge.”

He goes on to note that by contrast China's military budget is spent almost entirely on Chinese interests. While he acknowledges that with China having the second largest economy in the world it is expected that have a substantial military, and that while the Chinese defense spending increases by themselves should not draw alarm, there are other reasons for concern.

Cheng says there are two aspects of Chinese defense priorities that could spell problems for the United States.

The first thing he says is that the Chinese are focused on countering the US military. "So they buy things like anti-ship ballistic missiles -- which really are of use only against things like American aircraft carriers, but not against, say, Somali pirates," he offers.

Cheng says another advantage the Chinese military has is that it is still more of a local military operating near China rather than maintaining a global presence like the US. This means China can put all of its resources up against only a portion of the US military.

He goes on to note the Chinese Communist Party appears to be taking a more aggressive stance not only against US interests but against its neighbors Japan, Taiwan and South Korea. The government has been making claims of sovereignty over the South and East China seas and expanding its forces opposite Taiwan.

China is not the only military United States should be concerned about. While our military is facing the possibility of close to $1 trillion in cuts over the next 10 years and a reduction of up to one third of our military force, Russia is also engaging on a military buildup.

A 10 year, $640 billion military modernization underway in Russia will include 600 new aircraft, 1000 new choppers and an additional hundred ships added to the Russian Navy including 20 submarines.

By contrast, the Pentagon has said it may be forced to engage in involuntary separations to meet troop reduction goals of 67,100 soldiers form active and reserve Army units, 15,20 from the Marine Corps, 8,600 from the Navy and 1,700 from the Air Force as part of $487 in budget cuts. If Congress is unable to reach targeted spending cuts that were a part of the congressional deal reached during last years debt ceiling debate another $500 billion could be cut from the military budget.

Raptor 4195 has a May delivery date and will join other F-22s in the U.S. Air Force’s 3rd Wing at Joint Base Elmendorf-Richardson, Alaska. 

The Lockheed Martin/Boeing F-22 Raptor is a single-seat, twin-engine fifth-generation supermaneuverable fighter aircraft that uses stealth technology. It was designed primarily as an air superiority fighter, but has additional capabilities that include ground attack, electronic warfare, and signals intelligence roles.Lockheed Martin Aeronautics is the prime contractor and is responsible for the majority of the airframe, weapon systems and final assembly of the F-22. Program partner Boeing Defense, Space & Security provides the wings, aft fuselage, avionics integration, and training systems.

The aircraft was variously designated F-22 and F/A-22 during the years prior to formally entering USAF service in December 2005 as the F-22A. Despite a protracted and costly development period, the United States Air Force considers the F-22 a critical component of US tactical air power, and claims that the aircraft is unmatched by any known or projected fighter, while Lockheed Martin claims that the Raptor's combination of stealth, speed, agility, precision and situational awareness, combined with air-to-air and air-to-ground combat capabilities, makes it the best overall fighter in the world today. Air Chief Marshal Angus Houston, former Chief of the Australian Defence Force, said in 2004 that the "F-22 will be the most outstanding fighter plane ever built."

The high cost of the aircraft, a lack of clear air-to-air combat missions because of delays in the Russian and Chinese fifth-generation fighter programs, a US ban on Raptor exports, and the ongoing development of the planned cheaper and more versatile F-35 resulted in calls to end F-22 production. In April 2009 the US Department of Defense proposed to cease placing new orders, subject to Congressional approval, for a final procurement tally of 187 operational aircraft. The National Defense Authorization Act for Fiscal Year 2010 lacked funding for further F-22 production. The final F-22 rolled off the assembly line on 13 December 2011 during a ceremony at Dobbins Air Reserve Base.

(NSI News Source Info) TORONTO, Canada - March 7, 2012: It seemed like a promising step for America’s next stealth fighter: The F-35 Joint Strike Fighter passed a key Pentagon test of its combat capability. But it turns out that the family of jets cleared the mid-February exam only because its proctor agreed to inflate its grade. In essence, the military helped the F-35 cheat on its midterms.

The collusion between the Pentagon testing body, known as the Joint Requirements Oversight Council (JROC), and the F-35 program — first reported by Inside Defense – confirmed that the US’ most expensive warplane met previously established performance criteria. Specifically, the review was meant to show that the jet can fly as far and take off as quickly as combat commanders say they need it to.

But the review council, which includes the vice chiefs of the Army, Navy, Air Force and Marine Corps, eased the standard flying profile of the Air Force’s F-35A model — thereby giving it a range boost of 30 miles. And it tacked an additional 15m onto the required takeoff distance for the Marines’ F-35B version, which US Defense Secretary Leon Panetta just took off budgetary probation.

The grade inflation comes at a critical time for the new warplane. The military’s new five-year budgeting blueprint, also released in February, cut more than 100 existing Air Force fighters while leaving intact plans to produce nearly 2500 F-35s — essentially doubling down on the new plane despite a recent report listing13 serious design flaws. The total cost to buy and fly the full fleet of F-35s over 50 years is estimated at around $US1 trillion, once inflation is factored in, making it the costliest defence program in
human history.

(NSI News Source Info) TORONTO, Canada - March 7, 2012: The 33d Fighter Wing at Eglin Air Force Base, Fla., flew its first local F-35 Lightning II sortie March 6, marking a major milestone for the Joint Strike Fighter training program.

Piloted by U.S. Air Force Lt. Col. Eric Smith, Director of Operations for the 58th Fighter Squadron, the local orientation flight launched at 10:09 a.m. and included operational flight checks. An F-16 chase plane was piloted by Lt. Col. Lee Kloos, 58th Fighter Squadron Commander.

"Our first sortie is truly a milestone for the program," said Col. Andrew Toth, 33d Fighter Wing commander. "There has been a lot of preparation that has gone into this historic event. Our integrated training team members were truly excited to see the jet take off today."

Early in the flight, F-16 chase pilots observed a small amount of fluid venting from the F-35 aircraft. The pilot, following standard operating procedures, returned the aircraft safely back to the base after an approximate 20 minute flight.

"The objective for today was to be able to launch an aircraft out, conduct an operational check flight with the system, get it out to the airspace and then bring that aircraft back safely and effectively and we achieved many of those objectives," said Col. Toth.

"Since F-35s arrived last summer, we've been conducting engine runs and taxi operations, maintenance training with instructors and virtual trainers, as well as developing pilot curriculum. We completed multiple successful small group tryouts on our training systems and will continue to improve those processes as we prepare for training."

The wing's two F-35 pilots, in conjunction with its integrated team of military members, civilians and contractors, will begin to slowly build up their number of sorties with an initial goal of flying twice a week for the first couple of weeks and then steadily increasing the weekly sortie count.

"I'm very pleased with the work that's been done by our entire team to bring us to this phase in the F-35 program," said Gen. Edward Rice Jr., commander of Air Education and Training Command, who approved F-35 flight operations to begin. "We continue to make steady progress towards our goal of standing up a world class training program at Eglin."

The F-35 Integrated Training Center at Eglin AFB will be the benchmark for F-35 pilot and maintainers worldwide. The center includes pilot and maintenance training equipment, support, systems and facilities for all three aircraft variants and will train approximately 100 pilots and 2,200 maintainers annually.

(NSI News Source Info) TORONTO, Canada - March 5, 2012: The Air Force is the world's most advanced air and space force and, with the integration of fifth generation aircraft, is gaining new tactical advantages that transcend beyond just stealth into areas such as enhanced maneuverability, multi-role capabilities and fused sensor and avionics systems that can communicate with other weapons systems.


That's why it is imperative that U.S. forces continue to develop and begin to use fifth-generation fighters as they transition to the new Pacific-based strategy, according to Lt. Gen. Herbert J. "Hawk" Carlisle, Deputy Chief of Staff for Operations, Plans and Requirements, Headquarters U.S. Air Force.


During the Air Force Association monthly breakfast here Feb. 28, he said fifth-generation fighters, such as the F-35 Joint Strike Fighter and the F-22 Raptor, are critical to maintaining air superiority and global precision attack core competencies.


"The threat environment is continuing to grow, so as we look at how we're going to maintain those competencies in the future, that's where fifth generation fighters come in," he said. "It's not just about stealth."


"The F-22 is better than any other aircraft in the world at air-to-ground except for the F-35, and the F-35 is better than any other aircraft in the world at air-to-air except for the F-22," said Carlisle.


The general said the Air Force can continue to maintain the most elite fourth generation aircraft in the world, but that won't prepare the U.S. to handle threats in the future.
"Our Air Force has got to keep evolving to meet these new challenges as we move forward into the future," said Carlisle.


To illustrate this evolution and fifth generation fighter jet technology, the general shared a scenario in which an F-22 data-links coordinates to a Navy submarine-launched tomahawk missile onto a target.


"Now you have two stealth platforms, a submarine and an F-22, communicating with naval ordnance," he said.


That level of interoperability is a large part of what makes the fifth generation aircraft so vital to the Air Force and U.S. military in general, he added. Aircraft must not only be stealth, but also be highly maneuverable, be able to conduct multiple roles, and these aircraft must also be able to handle sensor and avionics information in a network integrated way not only for the pilot, but for the entire joint force.


"We have to have a fused system capability and have them networked and integrated across the force," he said. "To me, that's as important on a fifth-generation fighter as anything."

The heavy bomber entered service with the U.S. Air Force on June 29, 1985, and has been in nearly continuous combat for the past 10 years. The milestone mission took off from a base in Southwest Asia and was flown in support of operations over Afghanistan before returning to base.

"The B-1 brings tremendous flexibility to our nation's defense," said Lt. Col. Alejandro Gomez, mission team lead. "In any mission, the B-1 has the ability to loiter, dash, positively identify targets, show force, and strike targets precisely. Whatever our aircrews are asked to do, they can perform with this aircraft."

B-1 crews in Southwest Asia fly a variety of missions, including close air support for troops on the ground, giving them cover and alerting them to threats they cannot see. On-site maintainers keep thefleet ready to fly.

"10,000 conventional combat missions for a relatively small fleet of 66 B-1s is a major milestone and a testament to the men and women who built, sustain and modernize the fleet, including the U.S. Air Force, Boeing and our subcontractors," said Rick Greenwell, Boeing B-1 program director. "We continue to draw on expertise and experience from across Boeing to enhance our support of this amazing aircraft."

The B-1 bomber has advanced over the years as it is modified for current needs. The aircraft began as a nuclear bomber and moved into a solely conventional role in the 1990s. It carries the largest payload in the Air Force's long-range bomber fleet -- during Operation Iraqi Freedom, it dropped 40 percent of all weapons while flying only 5 percent of the sorties.

(NSI News Source Info) TORONTO, Canada - February 24, 2012: The Boeing [NYSE: BA] KC-46 Tanker program today marked the first anniversary of receiving a U.S. Air Force contract to build the next-generation aerial refueling tanker, the KC-46A. Over the past year, the program has completed key milestones in support of the design and development phase on or ahead of schedule, and is now preparing for a Preliminary Design Review (PDR) in March.

"The KC-46 program is on a good path. Boeing's performance thus far has been solid," said Maj. Gen. Chris Bogdan, KC-46 Program Executive Officer, U.S. Air Force. "Our commitment is to deliver the KC-46A to the nation's warfighters, on schedule and ready to go to war on Day One, as the world's most advanced tanker. I'm pleased to report that Boeing is meeting its commitments."

Since receiving the contract on Feb. 24, 2011, the Boeing KC-46 team has completed several major milestones, including a System Requirements Review, Integrated Baseline Review, 767-2C PDR, and Firm Configuration Reviews for the 767-2C and the KC-46A Tanker.

"I'm very proud of our joint team," said Maureen Dougherty, Boeing KC-46 Tanker vice president and program manager. "We're drawing on the best of Boeing's industry-leading commercial airplane and defense expertise as we design and develop the KC-46A, which is a next-generation derivative aircraft. We remain on plan to deliver the first 18 combat-ready tankers by 2017."

The PDR, which will ensure that Boeing's design meets system requirements, will be followed by a Critical Design Review (CDR) in the third quarter of 2013. The CDR determines that the design of the KC-46A is mature and ready to proceed to the manufacturing phase of the program.

Integration testing on the third battle manager will continue throughout 2012 in support of a ballistic missile intercept test planned at White Sands Missile Range in 2013. Two other battle managers are already supporting system testing at Pratica di Mare Air Force Base in Italy and Orlando, Fla.

The MEADS battle manager controls an advanced network-centric open architecture that allows any combination of sensors and launchers to be organized into a single air and missile defense battle element. Through a capability called plug-and-fight, sensors, shooters or other battle managers act as nodes on the network. From the MEADS battle manager, a commander can add or subtract nodes as the situation dictates without shutting down the system.

MEADS International President David Berganini said, “Following the successful first MEADS flight test in November, the team continues to evolve MEADS’ battle management software and the plug-and-fight network, demonstrating coverage and flexibility that other systems cannot provide, including a 360-degree defense that protects our warfighters against next-generation threats.”

Using its 360-degree defensive capability, the advanced MEADS radars and  PAC-3 MSE
Missile, MEADS defends up to eight times the coverage area with far fewer system assets and significantly reduces demand for deployed personnel and equipment, which reduces demand for airlift.

MEADS International, a multinational joint venture headquartered in Orlando, Fla., is the prime contractor for the MEADS system. Major subcontractors and joint venture partners are MBDA in Italy and Germany, and Lockheed Martin in the United States.

The MEADS program management agency, NAMEADSMA, is located in Huntsville, Ala.

(NSI News Source Info) TORONTO, Canada - February 17, 2012: Lockheed Martin [NYSE: LMT] unveiled a new version of the F-16 today at the Singapore Airshow. The F-16V will feature enhancements including an active electronically scanned array (AESA) radar, an upgraded mission computer and architecture, and improvements to the cockpit – all capabilities identified by the U.S. Air Force and several international customers for future improvements.

With nearly 4,500 F-16s delivered, this is a natural step in the evolution of the world’s most successful 4th generation fighter.  The Fighting Falcon program has continually evolved as it began with the F-16 A/B as the lightweight fighter then transitioned to F-16 C/D and Block 60 versions as customers’ requirements changed. 

AESA radars offer significant operational capability improvements. Lockheed Martin has developed an innovative solution to affordably retrofit this key technology into existing F-16s.  The F-16V configuration is an option for new production jets and elements of the upgrade are available to most earlier-model F-16s. The “V” designation is derived from Viper, the name fighter pilots have called the F-16 from its beginnings.

“We believe this F-16V will satisfy our customers’ emerging requirements and prepare them to better interoperate with the 5th generation fighters, the F-35 and F-22,” said George Standridge, Lockheed Martin Aeronautics’ vice president of business development.

The F-16 is the choice of 26 nations. The F-16 program has been characterized by unprecedented international cooperation among governments, air forces and aerospace industries.

(NSI News Source Info) TORONTO, Canada - February 17, 2012: Red Flag Exercises are set to start again at Nellis Air Force Base.

The combat training exercises will be from February 27 through March 16. People in southern Nevada will see more military aircraft in the skies because of the exercises. It is organized by Nellis but is hosted in the Nevada Test and Training Range which is north of the city.

The 414th Combat Training Squadron is responsible for executing Red Flag. It is one of several advanced training programs through the base. During the exercises, more than 70 aircraft are scheduled to depart the base twice a day. The departures will happen around midday and again in the evening. Aircraft may remain in the air for up to eight hours.

There will be more than just personnel from Nellis Air Force Base. Airmen from around the country and the world are part of the training. People may be able to spot F-18s from the Royal Australian Air Force and GR-4s from the Royal Air Force of the United Kingdom.

All of the people involved will get extensive and valuable training in planning and executing a wide-variety of combat missions.

Based at Dover Air Force Base, Del., this aircraft has supported the warfighter’s operations across the globe. It has delivered cargo in locations such as Iraq, Italy, Germany, Kuwait, Kyrgyzstan, Qatar, Spain and Turkey. 
Aircraft 86-0017 has accumulated more than 18,000 flight hours and more than 4,300 full-stop landings
Mission The C-5 Galaxy is one of the largest aircraft in the world and the largest airlifter in the Air Force inventory. The aircraft can carry a fully equipped combat-ready military unit to any point in the world on short notice and then provide the supplies required to help sustain the fighting force.

What's even more remarkable is that it will do that not only without a pilot in the cockpit, but without a pilot at all.

The X-47B marks a paradigm shift in warfare, one that is likely to have far-reaching consequences. With the drone's ability to be flown autonomously by onboard computers, it could usher in an era when death and destruction can be dealt by machines operating semi-independently.

Although humans would program an autonomous drone's flight plan and could override its decisions, the prospect of heavily armed aircraft screaming through the skies without direct human control is unnerving to many.

"Lethal actions should have a clear chain of accountability," said Noel Sharkey, a computer scientist and robotics expert. "This is difficult with a robot weapon. The robot cannot be held accountable. So is it the commander who used it? The politician who authorized it? The military's acquisition process? The manufacturer, for faulty equipment?"

 (NSI News Source Info) TORONTO, Canada - January 18, 2012: Boeing [NYSE: BA] today announced that the fourth Wideband Global SATCOM (WGS) satellite the company is delivering to the U.S. Air Force has successfully completed prelaunch testing and is ready for launch. WGS-4, the first spacecraft in the program's upgraded Block II series, is scheduled to launch at 7:38 p.m. Eastern time on Jan. 19 aboard a United Launch Alliance Delta IV vehicle from Cape Canaveral Air Force Station, Fla.

The Block II satellites (WGS 4-6) add a switchable radio frequency bypass that supports the transmission of airborne intelligence, surveillance and reconnaissance imagery at data rates approximately three times greater than those currently available on Block I satellites.

"This launch will be another important step in advancing communications capabilities for U.S. warfighters and allies around the world," said Craig Cooning, vice president and general manager of Boeing Space & Intelligence Systems. "When it enters service, WGS-4 will join three other WGS satellites that deliver critical communications to help warfighters execute missions with greater safety and efficiency."

Boeing built and tested the WGS-4 spacecraft at its manufacturing facility in El Segundo. Upon arrival at Cape Canaveral on Nov. 15, the satellite was moved into a processing facility to complete a series of prelaunch tests that validated the satellite's operational readiness, including its ability to communicate with the ground control segment and launch site.

Boeing has delivered three WGS satellites and is under contract for six more, including WGS-4. They are built on the proven Boeing 702HP platform, which features highly efficient xenon-ion propulsion, deployable thermal radiators, and advanced triple-junction gallium-arsenide solar arrays that enable high-capacity, flexible payloads. The WGS communications payload has unique flexibility that is important to the military, as well as the ability to interconnect terminals that operate in different frequency bands and to reposition coverage beams based on evolving mission needs. WGS supports missions ranging from tactical communications to and between ground forces, to relaying data and imagery from airborne intelligence, surveillance and reconnaissance platforms.
